According to the United States Environmental Protection Agency website, asbestos abatement is:

The procedure to control fiber release from asbestos-containing materials in a building or to remove them entirely, including removal, encapsulation, repair, enclosure, encasement, and operations and maintenance programs.

Because of its fiber strength and resistance to heat, asbestos has been used in a variety of building construction materials for insulation and fire retardation. When the asbestos-containing material is disturbed or damaged, such as in a remodeling project, particles and fibers are released into the air, and this is a health hazard.

The Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants (NESHAP) requires that you perform a survey to determine the presence of asbestos in your building before doing a renovation. In most states, such as Texas, you must notify the Texas Department of State Health Services.
